Dr. Arthur Kwan, DMD
Dr. Arthur Kwan’s journey into dentistry began with a deep curiosity for how things work and how thoughtful precision can improve lives. After earning degrees in Physics and Chemistry from the University of Southern California, he completed his Doctorate in Dental Medicine at Boston University in 1996. Early in his career, Dr. Kwan gained invaluable experience in fast-paced, high-volume practices—learning not just dentistry, but how to care for people efficiently, thoughtfully, and with consistency.
In 2001, Dr. Kwan and his wife and partner, Dr. Sally Hsu, fulfilled their shared vision by opening their own practice at their original location in Rocklin, California. Together, they built a practice centered on comfort, trust, and long-term patient relationships. Today, Dr. Kwan integrates advanced technologies such as CAD/CAM and 3D printing into daily care, allowing many treatments to be more precise, efficient, and often completed in fewer visits—so patients can spend less time in the chair and more time enjoying their lives.
Dr. Kwan’s passion for dentistry extends beyond his own practice. Since 2008, he has taught CAD/CAM techniques to fellow dentists, helping elevate the standard of care within the profession. He has pursued extensive advanced training in cosmetic and reconstructive dentistry through the Las Vegas Institute, as well as comprehensive occlusion training under Dr. Clayton Chan. These experiences have shaped his approach to dentistry—one that is personalized, detail-driven, and always focused on what’s best for each individual patient.
With certifications in Oral Conscious Sedation and laser therapy, Dr. Kwan is able to offer comprehensive care in a calm, stress-free environment—especially for patients who feel anxious or have avoided dental visits in the past.
Dr. Kwan’s perspective on modern, aesthetic, and digital dentistry has been featured in New Beauty Magazine, Sacramento Magazine, KXTV News 10, and KTXL Fox 40. While he values innovation and technology, what matters most to him is how those tools improve comfort, confidence, and long-term outcomes for his patients.
Outside the office, Dr. Kwan enjoys traveling with his family, exploring photography, working on cars, and caring for his three saltwater reef tanks—one of which proudly lives at Nu Smile Roseville Dental and reflects his appreciation for patience, balance, and attention to detail.
Dr. Sally Hsu, DDS
Dr Sally Hsu co- founded Nu Smile Roseville Dental in 2001 with the goal of creating a patient - centered private dental practice that would provide both quality of care and the highest level of customer service.
In 1998, Dr Sally Hsu received her dental degree from the University of Southern California Dental School, which is recognized as one of the top 10 dental schools in the United States and top 20 dental school globally.
Dr Sally Hsu went on and completed additional post graduate training at the World's prestigious Las Vegas Institute as well as Occlusion Connection.
Dr. Hsu is also certified in dental oral sedation, dental laser, as well as Invisalign orthodontic clear aligner systems.
Dr. Hsu has been voted America's Top Dentist consecutively for more than 15+ years. She was featured in Sacramento Magazine article as well as appearing on the Good Morning Sacramento television program.
In her spare time, Dr Hsu enjoys jogging, baking, and spending time with the family.
